What this loan is
A VA-backed home loan is made by a private lender and partially guaranteed by the U.S. Department of Veterans Affairs. It is available to eligible Veterans, service members, and certain surviving spouses, but eligibility and loan approval are separate decisions.

Certificate of Eligibility and entitlement
A Certificate of Eligibility, or COE, tells the lender that VA has verified the 's home-loan benefit status and shows entitlement information. A lender can often request it electronically, or the borrower can request it through VA.
Entitlement is the portion of the loan VA may guarantee to the lender. It is not cash paid to the Veteran. Full entitlement can remove the VA county loan-limit constraint for the guaranty, but the lender must still approve the amount and the must support the property value.

When zero down may be possible
